When the ground begins to thaw out at the end of winter, remove the mulch to give room for your perennials to breathe and break through the dirt. After the plants start to sprout and take off, you can then reapply or lay new mulch in order to quash the growth of unwanted weeds and give your garden that freshly made-up look.
